Project Background

North West Somalia (Somaliland) is in a state of transition from traditional to more democratic rule. Following a constitutional referendum in May 2001, municipal and district elections had been scheduled for October 2002. They were rescheduled for December 2002 following the feasibility study prepared by BiRD (see "Project Design/Feasibility").

The project consisted of direct support to the Electoral Commission, assistance for the registration of voters, civic and voter education, assistance to political parties and the media, and assistance for the organisation of the local election observation.
BiRD supplied one of the two senior election experts implementing the project.

Project Objectives To support the Somaliland Electoral Commission in fulfilling their tasks.
